SPA suspends four Bets licences for ordinance failings
Four licences of the Brazil’s Bets regime have been placed under ‘provisional suspension’ for failing to submit technical verifications of their platforms and systems.
The suspensions were announced on 10 April by SPA, the Secretariat of Prizes and Betting of the Brazil Bets market, under the authority of the Ministry of Finance (MEF). The update informed that the SPA had “suspended the provisional authorisations” of the licences of TQJ-PAR Participações, 7MBR LTDA, Caixa Lotteries SA and Pixbet Technological Solutions
 
90-day isolation from Bets 
The suspension remains in effect for a maximum of 90 days from the date of publication. During this period, the affected companies are prohibited from operating betting services, but may maintain their platforms solely to allow users to withdraw funds.
 
Should the operators submit the required technical certifications and demonstrate full compliance within the 90-day window, the suspension may be lifted and a definitive operating licence granted.
 
Due to failed submissions, the SPA has partially suspended the provisional licences of TQJ-PAR Participações, 7MBR LTDA, Caixa Lotteries SA, and Pixbet Technological Solutions.
 
The four businesses were found to have failed to comply with Article 3 of Ordinance SPA/MF No. 2,104, which outlines mandatory technical certifications for platform infrastructure, wagering systems, IT security, and servers.
 
Prior to the launch of the federal Bets regime on 1 January 2025, operators were given a deadline of 30 January to submit the required certifications via the Betting Management System (SIGAP).
 
To support this compliance, the ordinance mandates that platforms and systems be certified by SPA-authorised independent testing agencies, including BMM Testlabs, Gaming Laboratories International (GLI), eCOGRA, Trisigma BV, and Gaming Associates Europe.
 
High Profile Suspensions
TQJ-PAR Participações, a subsidiary of Brazil’s television network Grupo Silvio Santos, operates the brands Bingo Bank, TeleSenaBet, and Bet do Milhão. The SPA had granted the firm a provisional licence to begin operations on 1 January, conditional on submitting technical certifications to obtain full authorisation.
 
The most high-profile case involves Pixbet Technological Solutions, which operates the PixBet and FlaBet brands—the latter a co-sponsored platform of top-tier football club CR Flamengo.
 
Pixbet has faced several regulatory disputes with the SPA regarding its authorisation, which was initially granted on a provisional basis in December 2024.
 
Prior to the launch of the federal Bets framework, Pixbet had secured state-level licences from LOTERJ (Rio de Janeiro) and Lottopar (Paraná), allowing it to offer services in those jurisdictions.
 
However, its dual licensing status had placed the company at odds with SPA’s national regulations.
Pixbet remains permitted to operate under its state-level licences, but the suspension of its federal authorisation could impact its high-profile sponsorships with Flamengo, Atlético Mineiro, Coritiba, and Club Náutico. The company has not yet issued a public statement in response.
 
Also suspended was Caixa Lotteries SA, the state-owned operator of Brazil’s federal lottery and instant win games, which has yet to complete the certification process for its upcoming betting brands CaixaBet and Megabet, both scheduled to launch in 2025.
 
The final suspension was issued to 7MBR LTDA, the registered entity behind esports betting brand Cbet (cbet.gg). Cbet has had limited exposure in Brazil’s Bets market and is currently involved in legal proceedings brought by Paris Saint-Germain (PSG), who allege unauthorised use of the club’s branding.
 
At present the SPA has granted full licences to 43 operators, that have completed full technical certifications to ensure the reliability and compliance of platform and systems for Bets consumers.
