In order to combat illegal gaming and sports betting operations, and with more than half of WLA members now offering sports betting, the organisation has announced several new strategy initiatives.
The President assured that the group is “moving full steam ahead” in 2025, stating: “Science is a major factor and should enable us to see the facts, new insights and developments, and advise us on questions regarding the future design of markets and companies.
“We need the impulses to reflect on our actions and to keep an eye on major developments. It is important that we attract globally renowned scientists to address these issues.”
Kötter also showed strong support in the measures that are taking to strengthen WLA’s partnerships with the Regional Associations (ALA, APLA, CIBELAE, EL and NASPL) and other organisations, such as the United Lotteries for Integrity in Sport (ULIS).
The impact of digitalisation
The WLA has also noted the increasingly blurring lines between lottery operators and gambling operators. This is something noted by regulators already, which have observed the increasing incorporation of digital scratch cards into portfolios.
For its part, the WLA has noted that these products do not always fit the traditional definition of gambling as money is not always wagered or gambled and there is no cash prize – however, the possibility for addiction remains.
“These new challenges raise questions for all stakeholders,” Kötter explained, which includes players, providers, legislators, gambling regulators and the WLA.
“Questions need answering”
Kötter suggested that the industry must ask itself if a contemporary and effective responsible gaming programme should be designed, given the growing and changing gambling markets.
He also highlighted the importance of knowing where gaming ends, and gambling begins, as well as how we can balance the use of innovative technology in our industry while ensuring regulations are followed.
Meanwhile, on top of the actions taken to prevent illegal activity, the WLA also has a Betting Integrity on Sports and Horse Racing Committee (BISHRC).
“The work of this Committee has never been more important,” the President added. “These types of illicit activities jeopardise our industry’s reputation and require a concerted effort to tackle.”
